The E131-600 series was introduced to improve the quality of transport on direct current sections in the suburbs of the Tokyo metropolitan area, and was introduced to replace the 205-600 series that was in operation between Utsunomiya and Kuroiso on the JR Utsunomiya Line and between Utsunomiya and Nikko on the JR Nikko Line.
