The DD51, which was active in passenger transport in Hokkaido, adopted the image of the sleeper express "Hokutosei" that was born with the opening of the Seikan Tunnel in 1988, and all locomotives were repainted in blue No. 20 with a gold stripe after the summer of the same year. In addition to pulling sleeper express trains coming from Honshu, such as the "Hokutosei", it also pulled various passenger trains such as the sleeper express trains "Marimo", "Daisetsu", "Rishiri", and "Hamanasu" that run within Hokkaido, as well as group trains, supporting passenger transport in the early Heisei period.
